Mr J. B. Eça da Silva of the Observatory is brought up to receive the decision of the Council with regard to the charges brought against him by Dr Doberck and considered at the last meeting of Council.

Mr J. B. Eça da Silva is informed that the Council after giving his case every consideration is of opinion that the first three charges are substantially proved against him and that the Council is satisfied that he is not competent to fill the office of 2nd Assistant at the Observatory. At the same time the Council does not consider that the case is one in which to inflict the full penalty of suspension but is of opinion that Mr da Silva should be reduced to the post of 2nd Clerk at the Observatory at a salary of $40 a month in lieu of $70 - the pay of his present post and that he should when required to do so perform the duties of Telegraph Clerk in addition to such duties as are usually performed by the 2nd Clerk.

The Council also expresses a hope that so long as Mr da Silva is engaged at the Observatory he will do his best to work harmoniously with Dr Doberck as Head of the Department to which he belongs.

The Officer Administering the Government concurs.
